AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democracy just over a week before national elections.
Study Shows Consistent Bias in AI Suggestions
The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a report released ahead of the late October vote.
In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Some parties, such as the moderate CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these parties, the study indicated.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The vice-chair of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that did not necessarily align with their political views, she added.
“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”
Voting Background and Party Dynamics
Netherlands citizens vote on October 29 in an election that will be keenly observed around Europe for the performance of the Freedom party.
The far-right party of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA seems to be closing, with many voters still undecided.
Every significant political faction have rejected a coalition with the Freedom party, implying the party that comes second is most likely to provide the next prime minister.
Inadvertent Prejudice Linked to Chatbot Functioning
The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
